Is there a way to migrate the kde settings from one version to another? I would like to upgrade from 13.1 to 13.2 without having to edit everything again (font sizes, colors etc.).

Upgrading your system will keep all settings. Even if you install fresh and don’t format your /home (that’s the default), the settings should still be there.
If you want to “migrate” the KDE4 settings to another system, copy over the ~/.kde4/ folder.
If you want to “migrate” the KDE3 settings to KDE4, copy the content of ~/.kde/ to ~/.kde4/.
But note that not all settings will have effect in KDE4 (some options have been removed or implemented differently), and new KDE4 settings that didn’t exist yet in KDE3 will of course stay at their default value.
