That second option is not so simple. To just replace what is already installed you need something like:
sudo zypper in --from http://download.opensuse.org/tumbleweed/repo/oss/ --allow-vendor-change --oldpackage Mesa Mesa-dri Mesa-dri-nouveau ...
completing the list with all installed packages you find with:
zypper se -si Mesa
You may be asked to “downgrade” other packages to match the 24.0.9 version currently in the OSS repo.

Hi. I can confirm that it does, I have updated to snapshot 17062024 and it is still the same in Tumbleweed+Gnome on an AMD Ryzen 3 and another Ryzen 5.
Unfortunately the broken (on AMD HW) Mesa 24.1.0 made it to the TW OSS repo too, seems to be a version problem, not a builder/repo specific problem.
Revert to a working snapshot if possible a wait a few days, seems 24.1.1 might work.
Hi just reporting in to say I have this issue. Of note, I just installed tumbleweed about 3 nights ago using the network installer.
After zypper dup’ing today, I am having this issue.
I have a Lenovo m75q gen 2 with Ryzen 7 Pro 5750GE.
Rollback to the original snapshot if you can and wait a few days, a fix is coming according to https://bugzilla.suse.com/show_bug.cgi?id=1226462#c7
I seem to still have the problem using 24.1.1-1699.383.pm.1 from Packman, so I would be surprised if it worked with the 24.1.1 that is being prepared for the main repos? Also the changelog does not mention this bug to be fixed, not even in the bugfix section of the linked Mesa changelog.
As I understand it from https://gitlab.freedesktop.org/mesa/mesa/-/issues/10885 it looks like a configuration / build problem, not a version problem. If that is the case it is possible that different builds of the same version might behave differently.

I’ve tried, basically, all the things suggested here.
My first attempt has been this:

But the issue was still present.
So I’ve decided to “roll back” to the “official” package (24.1.0-379.1).
This morning, at least morning for me, the official snapshot openSUSE-release.20240618-2959.1 has been released and it shipped the Mesa 24.1.1-380.1, but it sill does not work.
I’ve tried to roll back to a working version, Mesa 24.0.8-377.1 in my case, but, when I’ve tried, I’ve got this error:

Nothing really wrong, the file is still on the repository but not in the repo index so zypper doesn’t find it.
You may install with the full URI of the rpm file as in:
sudo zypper install --oldpackage https://download.opensuse.org/tumbleweed/repo/oss/x86_64/Mesa-24.0.8-377.1.x86_64.rpm
but since several files should be installed at once maybe it is easier to download them all to a local repo and install from there.

A new update is out and solved the issue for me.
Same here, the just released 24.1.1-385.1 fixes whatever troubles 24.1.1-380.1 introduced.
(Now, all surfaces draw properly and I don’t have a “hall of mirror in late 90s Doom style” backround anymore).
Hi! The Mesa version from the official repositories works, but the packman repository version still has the same problem.
When you upgrade with zypper dup --allow-vendor-change the problems return.
@Vernius and that would be normal, since the update was released via the update channel as opposed to Factory, which packman link to… I suspect that will sort itself out over the coming days.

But there is no need for that in everyday maintenance. A simple “zypper dup” retains vendor and is safe.
