Updated this morning a machine lagging 3 months and got the same error with one of the packages. I think the problem is not with your setup but with the servers and the connection.
Delete duplicate entries packman.inode.at-suse.repo repo-non-oss.repo. repo-oss.repo. and run again zypper dup. Check status:

My intent was for the added . to go at the start (prepend), not the end (append). At the start makes the file “hidden”, so ordinary file managers don’t show them (which by default MC does), and YaST won’t be confused by their presence.

zypper dup produced a whole heap of file downloads (>100) with some ‘change of vendor’ … out put too large for here.
Now when refreshing … either via zypper or the GUI there are no more issues!!! (at this stage :O)
