Unbeknownst to me, my OpenSUSE 42.3 PC is going to black screen with text saying I’m in emergency mode
How do I resolve this issue?
First by thinking about what changed since you booted last time.
And that can’t be a software update, because there aren’t any for 42.3.
And of course hit Esc during boot so can see what happens.
Initialization does not come to an end.
Is this an answer to my suggestions? I will give them numbers, so you can answer them one by on.

Lots of things, nothing works, and I’m finally trying a new install
2.What do you see after htting the Esc at startup?
A prompt on a console with a message saying "I don’t get an OS
And Now when trying new new instalattion with new partition, pops up a message
“A BIOS boot partition is required to install the bootloader”
“Cannot install bootloader”
What partition is this?

This is all very confusing. You are hopping over facts, every now and then presenting some bit to us. Only people that are clearvoyant or that can look directly over your shoulder can help you as it is now.
And when I understand correctly that you now have overwritten the installation that booted into emergency mode, there is no way to understand what was going on there. Thus the subject of this thread does no longer exists.

installed OpenSUSE 15.1Now the system goes up normally.
But I need the 42.3

Here is a hint with 42.3 issue:
I spotted this thread because is sounded similar to an issue I was having with two 15.1 systems, boot was dumping me into an Emergency CLI.
In both cases, for different reasons, I had lines in /etc/fstab trying to mount non-existant HDD devices.
After waiting (default) 90 seconds, the boot process dumped me into an Emergency CLI.
It took a lot of UUID digging to realize what was happening
In retrospect, I know how each happened; did not think of the side effects of my disconnecting the HDDs.
There can be many, many reasons for a system to go into emergy mode during boot and missing file systems is one of them. But when you then hit esc, you see that it is trying to mount it and wait for it (as you say yourself). The case we have here, we have no information at all what the console shows :(. And as the system is destroyed, we probably never will know.
