Can you format them in windows?

Ok.
I try to find an old version of EMC8 to install on my old XP laptop

Have you tried

dvd+rw-format -force /dev/dvd

(maybe you need to do it as root and if /dev/dvd is not right for your
device replace it by what it is e.g. /dev/sr0)

PC: oS 12.2 x86_64 | i7-2600@3.40GHz | 16GB | KDE 4.8.4 | GeForce GT 420

eCAFE 800: oS 12.1 i586 | AMD Geode LX 800@500MHz | 512MB | KDE 3.5.10

Yes EMC8 can format.

Looks like that the GUI app treat the first pass as job finished ?

Last medium

log as root for last test.

K3B does not format with same message.

Open a console
Format in one passe 0.0% in 5 mn

Not sure about that because it is absolutely unclear to me what the
–gui option really does at all, it can also be that maybe the root
rights do the trick.
When a gui program fails I most often test the command it runs (as far
as it is possible if it runs a command and one can find out which)
without gui and without special options from the command line to see if
it makes a difference.
Obviously in that case there is a difference.
