I have looked for a more up to date version and the unofficial packages are also behind. Racket is probably the most popular Lisp Language and has had a lot of active development and yet it is very far behind. I would like to help to get this updated and possibly to the official repos? What are my steps?

You probably won’t for Leap, versions are fixed for the release cycle only bug fixes and security updates (generally backported) no features etc.
You can branch the development version from OBS and update;
https://build.opensuse.org/package/show/devel%3Alanguages%3Amisc/racket
This will get into Tumbleweed. If you can convince the Maintainers to push the later version via Maintenance update it may get in;
https://en.opensuse.org/openSUSE:Package_maintenance
Unfortunately you picked a bad time, services are going down for scheduled maintenance, stuff may not be back online until next Monday…
