If you’re using KDE then kget otherwise I like the Firefox plugin DownThemAll
wget is a very good an powerful download manager for konsole.
If you are wanting to use the download manager from firefox, then as lOtz1009 says, DownThemAll or FlashGot firefox plugins work well.
FlashGot works as a front end for wget allows you to choose whether you want to use wget or some other method.

If you are using the firefox plugin, yes.
wget will resume if you explicitly tell it to.
Open a terminal and type wget --h to get all the options.
(If it’s not installed, install it - it’s in the repo.)

I often use ‘prozgui’ . Its a download accelerator, although I use it more for its enhanced checksum implementation (and hence higher quality downloads) than I do for any acceleration function.
FatRat does a good job once you have integrated it with flashgot in firefox.FatRat supports even rapidshare
