does Intel pstate not enable by defaults？

My cpu is i54200u haswell. But i see cpu driver is Acpi_cpufreq but not Pstate. Why? Can I enable it without compile kernel?

There were weird performance issues with the pstate in “older” kernels, I wouldn’t use it until 3.15+.
