Hello,
The documentation for OpenSUSE 12.2 was offered nicely at
http://doc.opensuse.org/opensuse.html in many formats: HTML, PDF, EPUB.
Now, with 13.1, there is much less. For example, the Reference at
http://activedoc.opensuse.org/book/opensuse-reference :
The HTML version,
http://activedoc.opensuse.org/print/book/export/html/1086 ,
has no table of content.
The PDF version,
http://activedoc.opensuse.org/printpdf/book/export/html/1086 ,
is hardly formatted: weak typesetting (e.g. too long lines), no table of
content in the side bar. Reference 12.2 was much better
(http://doc.opensuse.org/documentation/pdf/openSUSE_122/book.opensuse.reference_en.pdf
).
There is no EPUB version. Or have I overlooked it?
Is this the right forum for this issue?

http://en.opensuse.org/openSUSE:Submitting_bug_reports
suggests: „You may try first http://forums.opensuse.org .“ Should I
really report it as a but at http://bugzilla.novell.com/ ?

Well, it is a documentation failure. I don’t know how many of the
documentation folk read the forums (the web interface is currently down,
see the announcement, so many will not be reading this).
But one of the issues you can report in bugzilla is documentation, and
that will reach them. If you get an answer it will be categorical.
