Display dim/power off settings ignored

On KDE the power settings for timing when the display is dimmed or turned off are not respected. On battery I have the display set to dim after 2min and turn off after 5min. Instead the display dims after 1min and then dims again after 1.5 minutes and the displays turns off after 2min.

What could be overriding these settings?

I’ve combed through Yast, mostly in sysconfig, but I can’t find anything that appears to have effect on screen brightness. Are there any settings accessible through Yast that might be doing this? I just don’t know enough about what some of the things do to be sure I haven’t missed something.
