Disk tools confusion: dd or cat or cp?

Just last doubt:
Can dd still be used with latest Windows 10 ISO? Or better their media creation tool?

I use Rufus… If the system is already running widows (7/8/8.1) I just mount the iso image and run from there…

Not sure isn’t it UDF format…?
