Upgrading is supported from one version to the next, i.e. 12.1 -> 12.2, 12.2 -> 12.3 etc. Trying to upgrade 11.1 to 12.3 all at once definitely is going to bring trouble. Furthermore there’s also the issue of repos. If you have a lot of extra repos, conflicts will be likely.

That’s true for the online upgrade. The offline upgrade is said to
support jumps, but not guaranteed.
