Digikam has issue a new expected release 4.0.0.
I tried to install in opensuse 13.1 but I got an error about libdkcraw.so.23 not available.

And how exactly did you try to install it?
I have installed it from KDE:Extra and do have libkdcraw23 here as well (this is in the KDE:Current repo).
But the version for standard openSUSE 13.1 DOES NOT require libkdcraw23, but libkdcraw22, which is of course included in the standard repo.
Maybe you try to install the version for KDE:Current (KDE 4.13) on standard openSUSE 13.1 (KDE 4.11)?

How did you try to install it? The package manager should have taken care of any dependencies for you. BTW, I think you mean ‘libkdcraw23’
I have digikam-4.0.0-8.2.x86_64 installed, and it installed as part of a recent update via
zypper up
I installed Digikam 4.0.0 on my 13.1 64-bit trow zypper dup (have extra KDE repos added).
I used http://software.opensuse.org/package/digikam for my standard LXDE 13.1 32-bit pc, was only asked to break one dependency.
Working fine on both pc :).

Where did you download it from? (exact link)
First, this is 4.0.0-rc1, not the final 4.0.0.
Second, as I already mentioned, this is most probably the package for KDE SC 4.13 (as mentioned, KDE:Current does contain libkdcraw23 as well, so the digikam package requires this).
Forget about that, see below.

This repo does contain a digikam-4.0.0 that should work on your system. Install that instead of the one you downloaded:
sudo zypper in -f digikam-4.0.0
Or enter YaST->Software Management, search for “digikam”, select the package, click on “Versions” below the package list and install the 4.0.0 version there.
