Very recent YAST UPGRADE from 15.1 to 15.2 with successful integration of Packman multimedia mods. After proper boot of the system I load a DVD in the drive and play it. This is the same as under 15.1.

Drives:
Local Storage: total: 3.71 TiB used: 34.59 GiB (0.9%)

  Local HDDs redacted

  Optical-1: /dev/sr0 vendor: ASUS model: DRW-24F1ST b rev: 1.00

Features: speed: 48 multisession: yes audio: yes dvd: yes
  rw: cd-r,cd-rw,dvd-r,dvd-ram state: running

After playing, I click the Device Notifier, click the close/eject icon and the drive opens for disk removal or reload.
If the drive is closed with either the same DVD or a different one, the Device Notifier does not appear. I tried watching the logs during the load and reload process. The initial load was acknowledged by the system but not the subsequent one. In order to get the function back, I must reboot the system.

Does anyone have any ideas where to start debugging this problem?

As device notifiers are normally part of a desktop, you could inform us which DE you use.

Desktop: KDE Plasma 5.18.6

Although it was a problem on Tumbleweed, I think you can try what was suggested on Problems-mounting-USB-stick.
