Having just upgraded to Leap 15.4/GNOME 41.2/Wayland, I find that the desktop icons (i.e. the files listed in the Desktop folder) that I had on Leap 15.3/GNOME/Wayland are not displayed and I can find no way to reactivate them. Has this feature been removed?

Check in extensions (new tool) the built in version is incompatible, check on https://extensions.gnome.org and install Desktop Icons Neo.
