It appears the gnome-software-plugin-snapd package is broken. It complains that nothing provides libgnomesoftware.so.20()(64bit), which is necessary for gnome-software-plugin-snapd-45.3-2.28.x86_64. Installing it anyway indeed results in no functionality.
Where exactly do I report issues like these? It seems like the plugin is simply outdated.
