I had the custom colors saved after adding them once (I only had two). They used to sync across all KDE apps (and I could set them up in any app). Now they don’t sync. And after I update they disappear.
The issue is reproducible with Spectacle here. It is enough to close Spectacle and open it again to loose the custom colors. You may want to check for upstream Plasma bugs and report it if no bugreport exists yet.

I read a post bfrom a KDE developer at the KDE forum that Adaptive Sync causes problems. I turned mine off.
On my machine not having an ICC Color Profile causes graphical glitches on my desktop but it wasn’t before a KDE update. I was using the built-in SVGA profile but that has glitches the same as selecting none. If I install an SVGA profile the glitches go away. That could be my Intel ARC GPU driver too.
I don’t know if any if that is related to your problem but I’m guessing it is a KDE bug. They’re working on all of those features along with HDR etc. I’d check the KDE bug list and forum.
We should get kernel 6.15 soon if openSUSE can get OBS running. That may fix it.
