I own or manage several 32-bit machines that are likely to remain in service
for some time. I was figuring on just transitioning them to Evergreen but I
haven’t seen any traffic on the message boards relating to the project
lately and the info on the openSuse Site is pretty much concerned with the
11.x version - nothing really current.
Is the Evergreen project still alive and a viable option?

Well Evergreen will not kick in until the normal 13.1 end of life since up until then it is in official support. Leap how ever seems bound and determined to confuse things and I for one have not seen a simple explanation of what they are trying to do.

DUH! (slaps forehead… ). Frustration with Leap must be getting to me -
the problems with the huge changes in the build process along with trying to
merge oS with SLES as well as a major step in KDE look too much like some
projects I’ve been associated with in the past that bit off just a tad too
much to chew.
Every drop since ms-1 has broken almost as much as it fixed and a lot of
people seem upset at losing the 32-bit version.

Well to be fair, Plasma 5 was made the default in Tumbleweed back in May
(https://news.opensuse.org/2015/05/16/tumbleweed-moves-to-plasma-5-3-and-a-new-release-of-kde-applications/)
so its not like its something entirely new to the opensuse project, even
if Leap and Tumbleweed are different WRT release cycles.
