CTRL+Shift shortcuts not working

I installed Leap 42.1 on new Thinkpad E560. I have a problem with key shortcuts with CTRL and Shift.
If I press CTRL+Shift+anything, it works as CTRL+anything - it ignores Shift.
If I press Shift+CTRL+anything, it works as Shift+anything - it ignores CTRL.
I have tried it in several different applications, it behaves same in all of them.
I have tried also in Ubuntu where shortcuts of this type worked normal.

Where could be the problem?

Which desktop environment do you use?

KDE (default)

Have a look at systemsettings - input devices - keyboard, see if a Lenovo model matches your keyboard.

And also look if you have the correct keyboard input method in use for your locale.
