this problem seems to re-occur for many.
i found a solution for my Dell Latitude D600:
leave SpeedStep enabled in the BIOS.
supply these kernel params (openSUSE 12.1 - kernel 3.1.10): processor.max_cstate=1 acpi_pstate_strict=1
with that done, the ondemand governor works again and does not limit the speed range from 600MHz to 600MHz.

I have the same problems with my Lenovo Thinkpad T510I.Core I5 Cpu Opensuse 12.2 The error message :Uhhuh. NMI received for unknown reason 30 on CPU 0. Came after suspend/hibernate
I have disabled the “control_cpu_frequency” setting in /etc/rc.d/laptop-mode/conf.d/cpufreq.conf so far it seems to do the trick. and cpu throttling works. Previous it was stuck on 1.20 Ghz.
