I believe that “./config/kdeglobals” is only now created if an implied, ie not specified in any config file, default setting, or a setting defined in “./config/kdedefaults/kdeglobals” is changed.
Are both of those installs new? (My own machine’s “./config/kdeglobals” are quite large, and I’m certain contain many legacy/redundant settings, as they date back several years…)
On your non-working single click machine try creating “./config/kdeglobals” with only the following content:

I have found the errant SingleClick=False and edited it as required. I have no idea how this was ever changed. I have never knowingly changed from SingleClick default in the many years I have used Suse. Sorry this was such an issue for me. I still have some housekeeping to do on the laptop but at least my click is working!!!
