As a newbie wondered where I start looking for a fault on desktop computer. Turned it on today and there is no video output to monitor at all - not on monitor. The computer powers up, cpu fan and case fans do turn. The main board has power - small led - the hard disk has power but unsure whether it is working.
The re-boot button does nothing but lights the HDD light.

Which computer and what hardware?
If it is the desktop:
Any beeps?
Check all internal wiring
Make sure that the video cable is plugged in properly.
Make sure that the graphics card has not popped out of the slot on the
motherboard.
Does the machine look as if it is trying to start the OS, is the drive light
flickering as if it is loading?
Does the keyboard respond to key presses such as the num-lock light coming
on when pressed?
Does the light on the monitor stay off/standby or does it actually get
initiated?
Bit more info is needed to make any better guesses.

Well 9.0 means all OK and start of boot but 9.9 is shutdown
Have you changed anything in the BIOS?
Been overclocking?
Try this:
remove power cable, wait one minyte plug back in, hold down the “insert” key
and try and start the machine while still holding the “insert” key, if it
starts then enter the BIOS and set it up again to defaults, see if it will
boot by itself and then make any changes in the BIOS.
If that does not work then you will have to reset the CMOS/BIOS with the
jumper on the board, it is located near the BIOS battery IIRC, move the
jumper from 1-2 to 2-3 with the power cord out, leave for 30 secs then move
it bak to 1-2 and replace power and see if that does anything, if it starts
you will have to setup the BIOS again ( time, date etc… etc… )
See if that helps if not then I am at a loss.
Oh by the way make sure there are no leaky capacitors or capacitors with
domed heads as if they are about to burst.

Yes that is the one CCMOS ( Clear CMOS )

They should be OK you have a new board but there was a time when there was a
bad load shipped by a bad supplier that tended to leak/burst you will not be
ables to miss them they will have the flat top and it will be domed upwards
like a balloon or will have brown ick running down them.

Cannot tell if the HD is OK yet because the machine is not even reaching
that point in the boot sequence, it it starting up, testing that all volts,
CPU, and such is OK then shutting down straight away without giving an
error.
Can you give me a bit more info please:
When you watch the BIOS codes as it tries to boot what exactly do you see,
do you see it go through any numbers without the “.” in them like
CF, 25, 2B
Or are they all 8.1, 8.b, 9.9, 9.9 …
If I do not answer again it is because I will be in bed but will get back

looks like your BIOS settings had gone on holiday for some reason and just
needed a refresh back to defaults.
You will have to set them all up again to get optimal performance on your
machine.
If this keeps happening then it could be a prob with the motherboard or even
it might need a BIOS update ( but that is up to you and can be a bit
dangerous ) or it could be down to your BIOS battery needing replacement,
most last a few years but I have seen some that have gone quite quickly
maybe due to old stock of batteries.
If you need help with setting it back up then just shout out, I may not be
here for a few days after today but if not me then someone might now the
settings for your machine as long as you provide a list of the hardware you
have inside it.
