Clock error and weird results after syncing

Using 12.3 KDE 4.10,

I notice my clock is constantly off while local time is set to my city. Whenever I perform a time sync using KDE’s digital clock or YaST I noticed some strange behavior. I can no longer move or drag windows or highlight text, Firefox stops keeping track of my browsing history, and clicking is a bit off.

Any ideas?
