I got it on 15.2. Signal didn’t work for me after upgrade to 15.3 for a lengthy time. I kept that repo active. Somewhere here is a thread that made me aware and I tried again. After a while the missing dependency was there.
What is the recommendation for the “outdated” repo? * openSUSE:Backports:SLE-15-SP3*

Oh - hey! After adding those repos, suddenly chromium updated successfully. Now the rest of the system is updating. (42 additional updates)

Thanks very much for sharing it! I could only find one-click-installs for Signal after many web searches. I also think there are a lot of outdated Opensuse “how to” pages out there - both formal and informal - I kept finding these.
These packages are already included in Leap 15.3, so you should not need it. List orphaned packages, remove this repository, list orphaned packages again. If list did not change, this repository was not needed.
