I followed these instructions but the only thing that has got to change is the background. I looked at the folders of the other issues already installed and have a common structure other than the theme you downloaded from gnome-looks.

I don’t use GNOME so some information could be incorrect.
You can change the default theme for gdm?
Try running this command as root:
gdmsetup
Click a add button and navigate to your theme.
Now you can choose the theme and apply it.

the theme I’m testing is Arc-Colors GDM-Walls
Looking at the site of that theme they say you can install this theme with this command:
make install
Don’t forget to run this as root.
So extract the archief.
Go into the folder “arc-colors-2.7”.
And run the command.
I couldn’t test it so it may not work.
