are you asking how to change the language for the entire system?
if yes:
do you want Arabic as primary? if yes:
YaST > System > Language > in Primary Language Settings, select
Arabic, AND click in the lower “Secondary Language” to English (US or UK)
if no: make English primary and Arabic as secondary…
or, do you want to leave the system alone and just change what you can
type into (say) a letter with OpenOffice, or other application?

In KDE Configure Desktop>Regional & Language>Keyboard settings to allow you to change from an English to an Arabic keyboard and back.
