Check you have all updates, so open a terminal session and switch to root user;
zypper ref
zypper up -t patch
Manual shutdown from terminal as root user;
systemctl poweroff

Does this mean i will always have to shutdown using
systemctl poweroff
Did you shut down using the command Malcolm gave?
After that, did you test another shutdown the normal way?
If not, try it. Maybe the problem is gone, now. (I have seen it occasionally happen in some circumstances, but work fine at the next shutdown.
Also, as an added bonus, I will give you a second command that does the same thing (again, as root):
shutdown now
There is also a:
reboot now
which will do as it says, reboot your PC.

Hopefully not, the system powered down ok before? No changes in your BIOS with regard to power settings?
After you powered off manually with the systemd command, on the next restart is it back to normal?
Check the journal logs to see where it is hanging, maybe acpi related.
I’ve seen that happen with NVIDIA driver updates on 42.3 Press CTRL-ALT-backspace twice to kill KDE you can then shutdown from logon screen
