Development packages for these two libraries are nowhere to be found in the repositories.
Has anyone encounter this issue?
The big question here is; what do you need them for?
libxcb-devel should contain all the necessary development files.

xcb-util-wm-devel for libxcb-icccm4
xcb-util-image-devel for libxcb-image0
