one part of the problem is solved (rights in policies) but i still can’t get connected with th HP620 wireless card using rtl8192se drivers

Driver rtl8192se works just fine here - all 3 varieties. There is something
messed up with your system. If you really did modify policies, I would suspect
that it is still not correct. You definitely need to provide more information.
In particular, I want to see the output of the following:
dmesg | grep 8192
/usr/sbin/iwlist
sudo /usr/sbin/iwlist scan
/usr/sbin/rfkill list
For the last one to work, you may need to install rfkill.
