I now added a comment to 1244661 – Beta 16.0 does not boot, used to.. Note that I do not have permission to view 1244613 – System fails to boot with kernel 6.12.0-160000.13-default.

That’s a bug that I reported. As best I can tell, it is a problem booting QEMU based virtual machines with that kernel.
For me it happened on two physical (non-virtual) machines: a Dell Optiplex 5080 (after update) and ThinkPad T490 (during install).
Same issue here with VMware Workstation 17.
