Can't add a panel above the bottom main panel

openSUSE 11.1 with kde 4.1
If i add a panel it fits at top.
If i drag it to bottom it hides the original main bottom panel.
How would i add panel above the main panel?

We would want to do that? Why!
Not sure it’s even possible. What about just increasing the depth of the original one?

I think , it’s not possible to add another panel above the main panel.
