Please first explain how you try to update. e.g. Is this from
zypper up
or from YaST > Software > Online Update, or different?
Always tell what you did, what you expected to happen and what happened instead.

‘Zypper up’ command allowed me to do a partial update, but when I use the kde widget for upgrading I am getting the same error message previously reported * I have used two different URLs. Not sure what is happening.
could my internet connection be keeping me from getting to the URLs? I am using a phone hotspot for my connection.*
The bug about yast2-branding should be fixed. I was able to update today without running into that issue.
As far as I know, “packman.inode.at” is no longer available as a repo. You will have to change that to another url, such as the one that was mentioned in an earlier reply.
What URLs did you try?

Please use CODE tags (not Quote tags) to preserve the layout of the table. It is the utton with the # , just one to the right of the QUOTE button.
And it is always better to include one more line at the top of your copy/paste: the one with the propt and the command. Now people have yo make intelligent guess about what you did.

I see at least one 15.0 repo in this list. And the list is very, very long. Are you sure you need all of that?

But, yeah. Disable all repos except the main 4, THEN run your update. And, either change that 15.0 repo to 15.3 or remove it. That alone will cause you grief, messing up your system.
Personal Repos, Centos, sle, 15.0, looks like quite a mess to me.
But, yeah. Disable all repos except the main 4, make sure they are the 15.3 versions, but for now NOT the sle update and so forth, THEN run an Upgrade to fix the System . Use ONLY the Main Repository, Non-OSS Repository, Main Update Repository, and the Update Repository (non-OSS), then:
zypper dup
And, after your system is fixed, either change that 15.0 repo to 15.3 or remove it. That alone will cause you grief, messing up your system.
Ordinarily, I would tell you to keep the Packman repo (if it is somewhere in that mess) enabled and use a zypper parameter to deal with it, but you have a messed up system.

Following the “closing the gap” ( Portal:Leap/FAQ/ClosingTheLeapGap - openSUSE Wiki ) exercise, 15.3 has a change to the required repositories, there are now two additional repositories that are essential:
Update-Backports http://download.opensuse.org/update/leap/15.3/backports/
Update-SLE http://download.opensuse.org/update/leap/15.3/sle/

15.3 is indeed the latest. Use “zypper up” for regular updates during it’s lifetime. “zypper dup” is only used for distribution upgrades, 15.2 -> 15.3 for example.
Re your repository list:
Probably best to disable #5 (repo-backports-debug-update)
#6 (repo-backports-update) must be enabled, it is one of the main repositories in use.
#11 looks truncated… copy/paste error I guess.
