You might need to be more specific about what a panel is - application window background, widget background, ??
Some applications, such as Konsole, allow you to locally tweak color scheme.
Others default to the colors defined by the chosen Theme (System Settings-Workspace Appearance-Desktop Theme).
I know that in Desktop Theme settings, there’s an option to change the panel background. But problem is that I’ve 2 panels, 1 bottom and 1 right side, and I need that 2 panels have 2 diffirent background style.
So how can I do that?

OK, now I have an idea what you want to do, but have no specific suggestions.
Seems if such customization were possible, parameters would be stored in one of these plasma config settings files
ls -l ~/.kde4/share/config/plasma*
-rw------- 1 carl users 7410 Aug 3 07:09 .kde4/share/config/plasma-desktop-appletsrc
-rw------- 1 carl users 1533 Jul 29 11:47 .kde4/share/config/plasma-desktoprc
-rw------- 1 carl users 64 Feb 22 20:12 .kde4/share/config/plasmarc
You could hack about in there, but of course risk messing your system so perhaps create a test user login and hack there.
Also, have you posted on the KDE forum?
You can get some good help there as well, but it usually takes some time to get the right folks attention.
