Is there any plans to distribute Calligra 4.0?
It was present as an official package before kde plasma 6. The new version was released last August and is compatible with QT6. Note that a flatpak is already available.
I find it is a interesting alternative to other office suites.
Calligra has been removed from Factory because it failed to build. Someone needs to step in and actually do the work of making sure the new version builds and then submit it to Factory again. There is no official body which decides or makes plans - it depends on voluntary contribution of individuals.
The first step would be to update the development project and make sure it works.

If you are willing to contribute, you could try to get in touch with maintainers listed there to coordinate your work. There is also the openSUSE mailing list dedicated to KDE.
