Neither. If the bug is on an openSUSE system report them at bugzilla.novell.com. They will consult the upstream KDE project as necessary.
Most of the users on these forums are not openSUSE developers so no use reporting bugs here. But you can certainly discuss the software here to find out if it’s a bug.
I would recommend posting bugs including wishlists applying to kde with kde. The link is shown below:

fyi: KDE4.1 and 4.2 were so buggy it was depressing…
if you are running anything before 4.2.4 you might as well forget it
because it is probably fixed in the 4.3.0 RC…
i do not believe there is a “direct” way to do it from inside KDE
(other than use a browser)…
if you are having problems (and of course you ARE) the best plan is to
either avoid KDE4.x or plan to upgrade every day as it changes every
day (almost)…and, sometimes there is actually progress…sometimes
it won’t even start…

yes Novell’s bugzilla is the place to report bugs and no, this forum is not administered by suse devs, mostly by community members
Well first discuss it in these forums to establish if it’s a software bug. I would say that > 95% percent of the time, it’s a user problem.

Developers have more important things to do. I’m sure that some of them read the forums and in some cases I have seen postings by them. But even so, a bug report should go through the bugzilla tracker. If it’s found to be a bug.
