Budgie will throw a screen shown below if it crashes more than one time.
Usually it’s happens if Bugdie panel crashes more than once (i.e. twice).
The likelihood of irrecoverable crashes is significantly increased if one uses budgie-extras package.
What’s bad about it is that desktops like XFCE and MATE on OpenSUSE handle such crashes gracefully, they just restart their panels and let the user do their job. Budgie will stop in its tracks to show you an inescapable screen, even if you hear the music still playing in the background. You know those applications are still running. But Budgie gives no option other than to log out.
Probably worth reporting a bug at bugzilla.opensuse.org then - the developers should be able to help you diagnose, or it might be an upstream issue, and they could help with determining if that’s the case.
GNOME 3 is like that when things get to a state that’s inconsistent. As a longtime GNOME user, it’s really the only annoyance I have with it, actually.
That’s a solid start - whomever picks it up should be able to help you find the info they need you to provide in order to diagnose it, if they need anything else.
