Is bluetooth running, open a terminal and run the following commands;

Which desktop are you using?
For KDE, you’ll need the ‘bluedevil’ (and associated dependencies) package installed.
For reference, I have the following packages installed:
libgnome-bluetooth7
bluedevil
bluedevil-lang
libbluedevil1
libbluetooth3
bluez
gnome-bluetooth
(Even though I use KDE, I decided to try out the gnome-bluetooth front-end as well, because I wanted to compare its functionality to that of bluedevil for copying files to/from my mobile phone).
If you think you have the required packages installed and that it should be working, you might also want to check that the bluetooth device is enabled with ‘rfkill’ as well.
