Because the forum openSUSE Linux does not support UTF-8 format text with accents (UTF-8 - Wikipedia, the free encyclopedia) used in language, Portuguese in Brazil?

Yes, came here legally.

More the question is when is a hyperlink that has Ç, as in:

Artigo: Conheça o openSUSE Linux

Genix Info: Artigo: ConheÃ§a o openSUSE Linux

It is not legal when it is a hyperlink.

Seems to work ok for me. BTW I edited the link in. Perhaps there is a problem when you let the forum software fetch the <title> element.

That seems to be the ‘problem’. Same happens with special characters/letters in German like ä, ö, ß, ü, Ä, Ö, Ü (Esszett oder Umlaute) or a long dash, a question mark, etc. if they are part of the fetched title of a webside.
For example:
FÃ¼nftes Update fÃ¼r Thunderbird 3 | heise open
Die Woche: Zwangsjacken adÃ©? | heise open
althoght it is not so in the html source code of that original page:

<title>Fünftes Update für Thunderbird 3 | heise open</title>
...]
<meta name="DC.title" content="Fünftes Update für Thunderbird 3" />

I do usually use the button “Preview Post” and edit the name of the link (not the url in the link) after that.
In the examples:
Fünftes Update für Thunderbird 3 | heise open
Die Woche: Zwangsjacken adé? | heise open

Maybe this happens because the character is not set to UTF-8 but to ISO-8859-1 (aka latin) in the html page code of the forums websites:

content="text/html; charset=ISO-8859-1" />

Yeah, looks like the forum software is at fault. That first Heisse page correctly declares its charset to be UTF-8 both in the HTTP headers and in a meta tag.

Please, this is an old one. Several more threads in this Forum. The Forums software tells always it sends ISO-8859-1 Look in your browser at the Document Informattion), but in fact sends UTF-8 when it gets this out of its database (which seems to be in UTF-8). We are still hoping for a better behaviour of the software in a new level. And a new level is being imnplemented now. Thus let us wait and see for a while.

Please add support for UTF-8 format text with accents used in the Portuguese language as Portuguese Language Orthographic Agreement of 1990 in current version of openSUSE Linux forum.

We’ve already switched over to UTF-8 encoding for all the forums. Old
content is not being converted, but all new posts are already UTF-8.

No, as I said, old data is not being converted, but new posts are UTF-8
encoded.

Because we’d have to take the forums offline for the conversion and we
don’t see the downtime as providing sufficient benefit because not many
people search before asking a question.

(I could point out that that would be evidenced by the fact that this
question has in fact already been answered. )
