On average (apart from when something big is released like KDE 5), what is the average weekly update size in Tumbleweed updates.
Also, how controllable is the updates? Can I for instance force the system to only check and do updates at times convenient to me (like when I am on an uncapped connection and not while connected via my mobile phone)

You really should ask this in the TW forum. You can ask a moderator to

Of course you can.
You should not ever do TW updates automatically.
