Why are we still stuck at audacity 3.0.5 while the latest version is currently 3.1.2 since quite a time?
Is it a programming matter?

openSUSE tests applications before allowing to be downloaded from repositories.
Latest is not necessarily ‘tested’ to an adequate standard. If you want 'latest, then switch to openSUSE Tumbleweed.
Is this a belated answer to someone who already told that (s)he is running Tumbleweed?
