Basically yes, as 13.2 got branched off of Tumbleweed/Factory at some point.
But of course things can (and do) change. Packages get added or removed. The latter should only happen when there are problems with a particular package though that nobody fixes.

You won’t be able to use KDE4 though, at least not easily…
For sure, it contains latex. I have that installed.
As far as I know, all of the standard software that is in 13.2, is also represented in Tumbleweed except for a few packages that have been considered obsolete or unsupported.
However, if you are using other repos for additional software, then it becomes a trickier question.
Thanks wolfi323, much appreciated. If possible could you please shed some light on my other question regarding the data usage requirement for running Tumbleweed a few posts down.
As a crude estimate, I would guess around 1G per week on average. But that depends on what you have installed.
Whether you can put it off until you are at a place where you are not capped, depends on how you do the updates. I update at the command line with “zypper”, so I can choose my own timing. If I were travelling with Tumbleweed on a laptop, I would not update until I had finished that trip and returned home.
