Application name of the kde control panel or whatever is called

I’m looking for a program to configure or choose the theme for KDE4 apps
from inside xfce or gnome (I get white menu on gray background, almost
unreadable).

Years ago I used konqueror and pointed it to “config:” or something of
the sort, but it has been a long time, I don’t remember exactly what I
did, and it doesn’t work.

I don’t have kde4 fully installed, so I can’t start it, not an option.

Found it. It is called “systemsettings”.

Perhaps try qt4-config and have it set to use the gtk theme?
