Just started yesterday, for some reason, if a user creates a file on a windows machine, with novell mapping to the web folder, the file is inaccessible from a webpage Apache 2.2.3, I looked on the server and see it created the file with only 640 permissions, instead of the 644 it had been creating. Any suggestions on how to fix this?

You do not explain very much about your environment, not even which level of openSUSE you use. As most crystall balls here are stored for winter, we can not even guess what you do not tell or show.
And what is “Novell mapping”?
Sorry, Suse 10.3, users use novell client to login and have mappings that way… So mapped drive to our webfolder when a file is created and saved to the map drive. I can go to the server and check the file and it doesn’t seem to save with permissions to allow it to be viewed on a webpage.
When you mean with “Suse 10.3” to say “openSUSE 10.3”, then you are advised that you have a very old and unsupported version. I assume that not very many people here have it still running, thus the change that they can try to do what you did to reconstruct the problem is not very big.
When you mean with Suse 10.3 some version from SLES/SLED, you are at the wrong forums. You then better go to SUSE PRODUCT DISCUSSION FORUMS

So the system is actually an Open Enterprise Server 2 system? The Novell
client only works against NCP servers, and SUSE Linux Enterprise Server
10 doesn’t have an NCP server itself - but SLE10 is the basis for OES2.
You might try the Novell forums at http://forums.novell.com if you’re
using OES2, as there will be things specific to that configuration that
are unique to that setup and not replicated in openSUSE at all.
