Alt+Ctrl+BkSp before login doesn't restart X in XFCE after upgrading from 13.2

After upgrading from 13.2 on my old 32 bit Acer TravelMate 2410 I notice that pressing Alt+Ctrl+Backspace before even logging in xfce simply makes the screen blank with a blinking cursor on top left and X doesn’t restart. To fix this I have to go to a text console, type ‘init 5’ as root and then X starts again. However Alt+Ctrl+BkSp seems to work as expected if I am logged in as user in xfce.

What is the reason/fix for this?
