you kinda need to tell us what you have done so far…i mean, here

btw - hopefully i have set up the right version of skype - i guess it is the version 4.2
and according to this openSUSE web page for wecams, one goes here to check if one’s webcam is supported by the UVC driver: Linux UVC driver & tools
and in this case, the 174f:5931 Syntek webcam IS a UVC (USB Video Class) compatible webcam and hence it should work ‘out of the box’ with openSUSE (as the UVC webcam driver comes with the kernel provided by openSUSE).
