Account lock out policy - Suse 9

Hi all!
I try to configure account lock out after 5 failed connections attempt with help of PAM. I add the following string to /etc/pam.d/login:
account required pam_tally.so per_user deny=5 ulock_time=180 no_magic_root reset
Unfortunatly this solution doesn`t work. Can you give me advice how to set 5 connection attempt, block user and unlock account after 180 seconds?

unfortunately (for you), the last SUSE 9 this openSUSE community
supported was SUSE 9.3 which reached end of life April 30th 2007…

i guess you are running a server and if so maybe it is “SUSE Linux
Enterprise Server 9”

because if it is, the General Support End Date is 31 Aug 2011 cite:

so, if you are running the Enterprise version you should seek
assistance at forums.novell.com

if not running the Enterprise version, i STRONGLY suggest you upgrade
to a supported version to get the security you are seeking…
