42.3 Won't Power Off

Just added 42.3 to machine running 42.2 and Windows 10. The strange situation is:

Shut down 42.2 and system shuts down and powers off.
Shut down Windows 10 and system shuts down and powers off.
Shut down 42.3 and it:
Shuts down X
Appears to shut down most of linux
Powers off disks
Displays the green badge with the three moving dots
Fans stop
Shutdown sequence stops there

PC power button still lit
Green badge REMAINS DISPLAYED
No more activity occurs.

If I press the PC’s power button, the system appears to complete the power off sequence - green badge disappears from the screen and the PC’s power light goes off. The last 5 entries in the systemd journal are:

Reached target Final Step.
Starting Power-Off…
Shutting down.
Sending SIGTERM to remaining processes…
Journal stopped
I would appreciate any suggestions on how to troubleshoot this - its new to me… :\

There is a diagnostic approach described here which consists of a custom service designed to run a script that will capture process kill events and signal events on shutdown, and some scripts to help with this. I’ve never needed to get ‘under the hood’ to do this so can only offer limited guidance. YMMV.
