Probably depends on how important that package is to you, here is the description

Else, maybe wait a few days before trying to upgrade again,

But submit your error to https://bugzilla.opensuse.org

Since you show only 15 package installs, you probably have a very recent TW version, anyway… Not likely severely out of date so a few days’ wait probably won’t be that critical.

yes the install is per openSUSE Tumbleweed 20171013

the 14 packages not installed are Packman updates
(these packages were later installed by blocking pesign)
