I did after change repos to 13.1 and a zypper dup on my mainserver that have been running sin’s 12.1 on Sunday. I did a upgrade on my Virtualbox virt mailserver (now 13.1 and Axigen mail) that work out just fine the day before (Saturday).
It work fine with rolling update. The only thing that doesent work is “vncserver -geometry 1100x900” for an example. -vncserver works a o k. I’m pleased. I will reinstall the mainserver anyway beacuse I have playing around a lot of functions in it. 13.1 would be a “evergreen” dist and I will set a another server to play around whit. I watch that wa (I/O Wait) sometimes reach 25% during the update. It took 4.5 hours. A sign that are screaming for a clean installation.

As you should have already known, Officially 12.3==>13.1 upgrade is
supported.
In your case the best option would have been backup stuff and perform
fresh install or upgrade though 12.1==>12.2==>12.3==>13.1.
Hmm… You may have misunderstand me a bit. I was surprised that it worked on my main server. A lot of packages and functions worked a o k after 4.5 hours. I have run from 12.1 on my main server, updated on every new version. Steps that you described and in between.
