Do you not get the popup asking for root password?
I have noticed that when you try to edit or add a connection it does not pop
to the front but hides itself under the window and so cannot be seen…
Might not be your problem but worth looking behind other windows.

I doesn’t pop up any root privileges asking window. For example I try to add a vpn connection, make my settings, after I push the add button immediately pop up a window that says: insufficient privileges.

Yep, I am not familiar with mate so cannot comment much but have you tried
running the setup as root?
